Therese Coffey was born on the 18th day of November 1971 in St Helens, Merseyside. She grew up in Liverpool where she started her education.

Therese Coffey attended St Mary’s College in Crosby, and St Edward’s College, Liverpool. She went to attend Somerville College, Oxford in 1989 to study chemistry.
